Rich Pender has over forty years of experience in power plant design, operation, maintenance, construction and start-up, both in the nuclear power and fossil power industry. He is experienced in managing large multi-discipline engineering projects including the preparation of Capital and O&M budgets, project schedules, and the coordination of design activities between Engineering, A/E’s, EPA (state and federal), Plant Operations, Vendors and Contractors. Rich has extensive experience in power plant design, scrubber & SNCR design, equipment evaluations (including boilers, steam turbines, combustion turbines, heat exchangers, pumps, cooling towers, condensers, diesel generators and engines), plant operations and maintenance.
During the design, construction, licensing and start-up of the Perry Nuclear Power Plant, Rich was lead supervising Mechanical Engineer in charge of NSSS, HVAC, Fire Protection, I&C and Balance of Plant Systems. Responsibilities included the licensing of these systems with the NRC, start-up testing support, reliability studies (FMEA), probabilistic risk assessment, construction support, licensing support, FSAR development including radiological assessment and Chapter 15 Accident Analysis, Technical Specification development and design program development.
Design responsibilities also include the interpretation of ASME Boiler and Pressure Vessel Code, ASME B31.1 Power Piping Code, OSHA requirements, EPA regulations and Ohio Building Code.
Rich has served as an expert witness in Pennsylvania and Ohio on design related issues. He prepared written and oral testimony for licensing contentions before NRC ACRS and ASLB. Was he utility representative on four Owners’ Group working on resolving generic design issues. He also helped to develop utility’s design control program to meet requirements of 10CFR50.
